The Failure of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are waged: positive announcements are delivered from different nations. Significant resources is expended on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from across the border, a capacity afforded by current data. From witness perspectives, military aircraft that had been scrambled to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the approaching threat won't cause damage this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its target.

With pauses, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on Western support – a dependence that regional partners are clearly incapable to replace in the short term.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This trend will, undoubtedly, endure.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a principle familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is impossible to force Russia to surrender the areas that it already controls in Ukraine's occupied territories.

The issue is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through words or deeds, from believing that the current condition will not change more in its advantage in the months ahead.

Opposing Positions

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a entire defensive failure until conditions improve in its benefit.

Present Conditions

Objectively, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a mere seven days to kill the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
